In a globally uncertain and at times alarming economic context caused by a pandemic that has affected the planet for over a year, the General Council of Bucharest decided to further deepen uncertainty for local real estate developers. On February 26, 2021, it suspended—for a 12-month period—the Zonal Urban Plans (PUZs) approved for Sectors 2, 3, 4, 5, and 6 of Bucharest.

These suspension decisions were both unprepared and unexpected. Following only several weeks of general debate and limited specific analysis, the Council aligned with Mayor Nicușor Dan’s proposal and moved forward with the suspension of what we refer to as the “Coordinating PUZs” for nearly all the city’s sectors    .

Was it fair? Ethical? Legal? Investment-friendly?
