On April 4, 2020 the Military Ordinance no. 7 establishing new measures to prevent the spread of COVID-19 was published in the Official Monitor of Romania.
Military Ordinance no. 7 stipulates that, during the state of emergency the quarantine measure is established in Țăndărei village, Ialomița county.
Therefore, in the quarantine area entry and exit is allowed only for:
Furthermore, all the flights run by airline operators to Austria, Belgium, Swiss Confederation, United States of America, United Kingdom of Great Britain and Northern Ireland, Kingdom of Netherlands, Turkey and Iran and from these countries to Romania, will be suspended for a period of 14 days applicable to all airports in Romania, as of April 5, 2020, starting with 23.00.
In addition, the measure regarding the suspension of flights run by airline operators to France and Germany and from France and Germany to Romania is extended for an additional 14 day-period, as of April 8, 2020.
Mention should be made that these measures are not applicable to flights operated by state-owned aircraft, freight transport and mail flight, humanitarian flights or flights providing emergency medical services, as well as technical landings for non-commercial purposes.
According to the provisions of the Military Ordinance no. 7 the flights performed by all the air operators through irregular flights (charter), for the transport of seasonal workers from Romania to other states are allowed with the approval of the competent authorities of the country of destination.
With respect to the international road transport of persons through regular services, special regular services and occasional services in international traffic, for all the operations performed by the transport operators to Italy, Spain, France, Germany, Austria, Belgium, Swiss Confederation, United Kingdom of Great Britain and Northern Ireland, Kingdom of Netherlands and Turkey and from these countries to Romania, will be suspended during the entire state of emergency.
Last but not least, according to the provision of Military Ordinance no. 7, the drivers of freight vehicles with a capacity of more than 2.4 tons who do not have symptoms associated with COVID-19 will complete, upon entering in the country, a statement, specifying the location where they can be contacted during the period between jobs, and the measures regarding the quarantine or home isolation will not be applicable for them, on condition that the employers provide them protection materials against COVID-19.
