On March 31, 2020 two new military ordinance, Military Ordinance no. 5 and Military Ordinance no. 6, were published in the Official Monitor of Romania; they stipulate new measures to prevent the spread of COVID-19.
According to the provisions of Military Ordinance no. 5 the measure regarding the suspension of flights run by airline operators to Spain and from Spain to Romania is extended for an additional 14 day-period, as of March 31, 2020, 18.00. Furthermore, the measure regarding the suspension of flights run by airline operators to Italy and from Italy to Romania is also extended for an additional 14 day-period, as of April 6, 2020. Mention should be made, that these measures are not applied to flights operated by state-owned aircraft, freight transport and mail flight, humanitarian flights or flights providing emergency medical services, as well as technical landings for non-commercial purposes.
Furthermore, according to Military Ordinance no. 5, article 3 from Military Ordinance no.4/2020 will be amended by introducing a criminal liability for persons who leave the place where they are quarantined, without the approval from the competent authorities.
Moreover, persons that leave the isolation space will be sanctioned with a contravention according to the provisions of the Government Emergency Ordinance no. 1/1999, unless their activity is not a crime. Mention should be made, that on March 31,2020 the Government Emergency Ordinance no. 34/2020 was published in the Official Monitor of Romania according to which the minimum limit of the fine applied in case of failure to comply with the provisions of the military ordinance, was increased from Ron 100 to Ron 2000 and the maximum limit of the fine was increased from Ron 5.000 to Ron. 20.000. These amendments shall enter into force within 3 days from the date of publication in the Official Monitor.
In addition, the Military Ordinance stipulates that the measures regarding the quarantine or home isolation will not be applied to the following categories of persons:
Military Ordinance no. 6 stipulates that, during the state of emergency the quarantine measure is established in the Municipality of Suceava as well as in Adâncata, Salcea, Ipotești, Bosanci, Moara, Șcheia, Pătrăuţi and Mitocu Dragomirnei communes. Furthermore, a protection area is established, as a safety perimeter around the quarantined localities, including all other territorial-administrative units of Suceava County.

In addition, all the measures stipulated by the previous Military Ordinances are applying accordingly in the quarantined localities and in the protection area as well.
With respect to the protection area, the Military Ordinance stipulates that persons included in other socio-professional categories are forbidden to travel between localities, and that the entrance to Suceava "Ștefan cel Mare" International Airport is allowed only for flights made with state-owned aircrafts, freight transport and mail flights, humanitarian flights or flights providing emergency medical services, as well as for technical landings for non-commercial purposes.
