On April 27, 2020, the Military Ordinance no. 10 regarding the measures to prevent the spread of COVID-19 was published in the Official Monitor of Romania.
According to the Military Ordinance, people over 65 can leave their domicile regardless the time frame, only for the following purposes (i) professional activity; (ii) for healthcare purposes; (iii) carrying out agricultural activities; (iv) marketing agri-food products.
Furthermore, the above-mentioned persons can leave their domicile during the hours 7,00 – 11,00 and 19,00 – 22,00 for the following purposes providing goods that cover the basic needs, looking after other persons, for individual physical activity (excluding any collective physical activity), as well as for the needs of their pets.
The retailers marketing food and products of strict necessity will have to organize their program in order to facilitate and ensure, the priority access for persons over 65 between 7,00 – 11,00 and 19,00 – 22,00.
With the respect to flights run by airline operators, mention should be made that, during the state of emergency, the measure regarding the suspension of flights was gradually adopted, depending on the evolution of the number of cases of COVID-19 in the affected areas, Italy and Spain being the first countries with regard to which the measure was adopted.
Therefore, according to the Military ordinance the measure regarding the suspension of flights run by airline operators will be extended as follows:
Last but not least, according to the Military Ordinance during the state of emergency, the registered postal items can be handed over to the recipients by the staff of National Company Romanian Post - S.A. by putting them into the mailbox or, in the absence of a mailbox, by posting at the recipient’s address, except for procedural documents.
